'Ban cars from Stockholm and have Sweden fund cycle taxis
This idea has worked wonders in America. Every city which tried to ban cars suffered economic dislocation, declining property values, skyrocketing vacancies, and turned most of the towns into Ghost Towns! Dude, how cool is that?
Well, not very if you are a business, or landowner, or like the town, because it is dying.
