There is little around them, the only town of size nearby is Burns, Oregon, population 2,700 (70 miles or so, the nearest city is Boise, ID about 200 miles East). Otherwise, it is in the middle of nowhere, and the car park is at about 9,000'. Just be careful wandering off for relief, the area is edged with 200' cliffs.
We were nailed with 18" of snow on the first day of September when we visited in 1990, so weather is at best unpredictable.
If you go, fuel up when you find a gas station, there are only a handful of stations in the Southeast corner of Oregon and the three counties comprise about 30,000 sq. miles.
Riding the Steens Mountain Loop
I expect if one knew where to look, one could see the beginning of time and space from the top of Steens Moutain.
