There is an old Soviet joke: "the authorities pretend they are paying wages, workers pretend they are working. Alternatively, "So long as the bosses pretend to pay us, we will pretend to work." This joke persisted essentially unchanged through the 1980s."

The Russian equivalent must be: the authorities pretend to craft data harvesting anti-terror laws, and the Internet, and Cellular companies pretend to harvest the data. The absurd demands are pretty funny especially when one realizes that Russia is a starving bear with its monochromatic economy faltering on the block of low oil prices. There is no money for this kind of foolishness, not among the people, and certainly not at the government.
