Whether in business, or their personal lives, progressives believe the world is a zero sum game, and once they achieve something, they expend an equal amount of time pulling up the ladder so others cannot follow them. The zero sum is a fallacy, but strongly believed by progressives. The result is ugly real estate growth boundaries, zoning, minimum wage laws which restrict the poor but allow the middle class children access to employment, employment barriers to entry like unions, employment licensing, among myriad others.
The goal is always to keep the hoi polloi at a distance, and to maintain the wealth, and power achieved.
But because the world is not a zero sum game, this is simply punitive. There is no reason to act this way, to punish the poor, or the less fortunate. Intentions do not matter, only results matter, and the results of progressivism are evil, racist, and classist.
