You might want to give our 1st Amendment to the US Constitution a look. It really is brilliant, and necessary. You are not ready for the 2nd, but after letting liberty, and its necessary element of responsibility percolate through the British body politic for a while you might just come to the realization that Britons are honest people capable of the responsibilities of liberty, not simply cattle to be herded, branded, and used.
