I predict this will be a non-sequitur until after the share ride self drive car becomes common. Then it will be easier to tax the vehicle in this manner, and it will also allow for congestion pricing, another valuable ideas for reducing congestion.
Until then, any idea developed by Oregon should be looked at with great caution. Lot's of wolly thinking here in the Great Northwet.
