FDA officials have already lamented that the agency is stretched thin. Because the Cures Act calls on the agency to take on new responsibilities, some argue that it's time for the agency to hire more staff &mdash something the FDA has wanted to do for years."

Trump can now use the Executive Order to streamline and automate the FDA and much more of the federal government. Cutting back on employees by 20% the first year, and then 10% per year thereafter would be a good start, and likely what is needed to move these types of needed laws forward. The real problem with the federal bureaucracy is the people running the FDA are hide bound and determined to cancel any potential changes. So get rid of them, post haste. 

The federal government is the perfect place for the gig economy to infiltrate, converting the employees to independent contractors, and paying them for work done, not time on the job. Then all one need do is track how much it actually costs to accomplish tasks, and pay according to the productivity of the most productive contractors. 

Utilizing this scheme Trump could reduce the employment footprint of the Federal Government, minus the military by 35-50% in his first term. This is a laudable goal. 

But the military also needs to be trimmed, and seriously. We need to reevaluate our current military goals, and in the end reconfigure it to be more streamline.
