Government paying for college will not make it cheaper, or more available. The cost of college will simply become invisible, but it will continue to rise just as every public programs costs rise, dramatically.
Protecting the colleges from the market forces seeking to create higher quality, and lower costs only ensure college will never be higher quality, or lower costs.
Get government out of the colleges, and all education to allow the market to drive prices down, and quality up.
So, in the free market/no government regulation world of Televisions, prices drop as quality increases.

But in the world of heavily government involved education, prices rise as quality continues to drop.
Progressives want to solve all problems with more government, while the problems are primarily caused by too much government. We need less progressive!
