The problem is rife throughout America today, too much government regulation strangling outcomes, driving up costs, and making life miserable for everyone involved. Students hate modern school, parents hate modern school, teachers hate modern school, administrators hate modern school. only the union bosses like it because it guarantees them their huge paycheck. Time for a reality check. The only people we should not care about in this equation are the union bosses. Flush them. More below.

Cut the inane regulations, set in place Executive orders requiring all new regulations meet cost/benefit analytics, streamline the tax code ( or better yet eliminate the income tax entirely and switch to a consumption tax, but specifically eliminate the corporate tax code), reduce regulations hampering the rise of the new economy (the gig, or sharing economy), and then stand back and let the economy roll. I never make resolutions, but this year since I already paid my $65 annual, $45 per quarter boxing gym dues over at West Portland Boxing, in the Garden Home Recreation Center THPRD, I guess my New Years Resolution is to train boxing 2-3 days per week. For Lent each year, I generally give up booze, I don't drink enough to put in a thimble, so it is pretty easy to meet my goal. This year I have to remember to have a few drinks just before Lent so it is almost like I am actually giving something up.
